Public health spending will decrease by 3.5% compared with 2024 levels.
Reductions in total health spending subsidies in the Philippines are expected to limit market opportunities within its public health system, BMI said.
Although the overall national budget will increase by 10.1% annually, public health spending will decrease by 3.5% from 2024 levels, slowing progress on the National Health Insurance Act.
In line with this, private healthcare spending is expected to grow at a CAGR of 7.2%, outpacing public spending, as more Filipinos turn to private healthcare.
“Significant budget increases for other ministries, such as the Ministry of Defence, are further evidence of this shift in priorities, highlighting the divergence from health system priorities,” the report said.
