Manila – Philippine National Police – Chief Brig, Criminal Investigation and Testing Group (PNP-CIDG). General Nicolas Torre III filed criminal proceedings against former President Rodrigo Duterte on Monday against his “killing” and “bombs.”
Torre said he filed a complaint against illegal speech and incited incitement cases in the Department of Justice (DOJ) to establish the case.
The former president joked at the party's Demokratiko Pilipino-lakas ng Bayan (PDP-Laban) senator announcement rally that he used bombs to kill 15 senators, giving more vacancies to the senator candidates he supported.
“Alam Niyo, Bagong Pilipinas na eh. Hindi na pwede'yung ganong mga statement na kinaumagahan, joke only na lang. Kaya Nagkakagulo. In the past six years, Ang Gulo-gulo ng pinagdaanan ng bansa natin. Hanggang Ngayon Ba Naman, Dadalhin Natin Ang Gulo na Yan. na puro patay-patay na lang. In Pagkatapos, if they say them, Bigla na Lang, Sasabihin na joke?” Torre said in an accidental interview with reporters.

According to Torre, he is filing a complaint as a Filipino citizen and head of CIDG.
He explained that such remarks from the former president could affect blind supporters following him, even comparing it to Duterte’s tenure as president, who encouraged the killing of drug users, resulting in thousands of deaths.
Asked if he also encouraged the senators to file a complaint against Duterte, Torre replied that it would depend on their “appreciation of the situation.”
“Kung Fu gusto nilang mag-file, welcome them to our office to file a complaint. They can contact us. We can send investigators to get their statements and we can file a lawsuit,” Torre said.
Torre also stressed that these complaints were “beyond politics” and that he asserted that the law could not be so easily overlooked.
