Hanoi – The Politburo has requested urgent review and revision of legal documents that regulate the number of children to remove disciplinary action against party members with a third or more children.
The Office of the Central Committee of the Party recently issued documents to the Central Inspection Commission, the Government Party Committee, the National Assembly and the Ministry of Health, and notified the Politburo's opinions on the implementation of Resolution 21 in 2017. In a recent meeting, the Politburo considered a proposal from the Central Inspection Commission, involving the review of regulations that violate population policies, as well as a report from the Party Committee of the Ministry of Health, reviewed the review of resolution 21 implemented for seven years and feedback from relevant agencies .
The Politburo agreed with the content, recommendations and recommendations outlined in the report, assessing the seven years of implementation of Resolution 21 and the review of partisan regulations related to violations of population policy.
The task of the Party Committee of the Government is to instruct the Party Committee of the Ministry of Health to study and incorporate the opinions of the Politburo and relevant agencies in order to finalize the conclusions of the Politburo and submit them to the Standing Committee of the Party Secretariat for review and issuance.
The National Assembly and the Party Committee of the Government were asked to coordinate the leadership and accelerate the drafting and approval of the National Assembly's Population Law in accordance with the resolution of the 13th Party Congress, aiming to be adopted in 2025.
Initially, the Politburo required emergency review and revision of legal documents that regulate the number of children and completed within the first quarter of this year.
The Central Inspection Commission is required to draft amendments to the regulations of the Party Central Committee, the Politburo and the Party Secretariat, involving disciplinary punishments for violating population policies.
It also directed the Commission to amend guidance document No. 05 of November 22, 2022 to ensure that cases of having a third child or more are not subject to disciplinary action, in line with broader legal reforms (without having to pursue previous ones). Disciplinary action).
Under current regulations, party members with a third child are considered to have violated population policy and may face disciplinary action, besides specific circumstances.
Development and integration of population data
The Party Committee of the Ministry of Public Safety was assigned to complete the development and integration of a unified population data system, which is based on the national population database and can accurately assess population trends, including quantitative and quality indicators.
This effort is intended to support the precise, timely and effective formulation and implementation of population policies in the future.
Earlier, the Ministry of Health has submitted a recommendation to relevant authorities seeking approval to eliminate regulations on disciplinary action against population policies that are no longer appropriate to repeal the fines related to the number of children.
In the Draft Population Act, the Ministry proposed policies to maintain alternative levels of fertility, especially in view of the decline in birth rates of NAM.
Key policy groups in the draft law include maintaining alternative levels of fertility, reducing gender imbalance at birth and restoring natural gender ratio at birth, adapting to the aging population, a reasonable population distribution, improving population health and integrating population into socioeconomics development plan.
